The Institution of Engineering and Technology (IET) has signed an agreement with CEPRI (the China Electric Power Research Institute) to co-publish a new, open access engineering journal, High Voltage.
High Voltage will publish original research papers and review articles covering high-voltage power engineering and applications, including experimental, computational and theoretical studies. The partnership is supported by Tsinghua University, one of China’s leading academic institutions.
High Voltage, which launches in April 2016, will become the latest addition to the IET's Power and Control series hosted on the IET’s Digital Library, joining research journals including IET Power Electronics and IET Generation, Transmission & Distribution.
The new online-only journal is expected to be the first academic periodical to focus on the most recent advances in high-voltage science and technology. High Voltage will cover electrical insulation, discharge and plasmas, pulsed power, high-field effects and high voltage engineering, which have promising applications across energy transmission, environmental protection, biomedicine and material treatment. As a fully open access journal, High Voltage forms part of the IET’s continuing mission to develop open access to quality engineering content and accelerate both research and innovation.

Professor Zhicheng Guan of Tsinghua University, China and Professor Masoud Farzaneh of Université du Québec à Chicoutimi (UQAC), Canada will be the journal’s first Editors-in-Chief. They are supported by an international Editorial Board with expertise in a wide range of electrical and high-voltage engineering fields.
High Voltage will be available on the IET’s Digital Library with four issues per year. The Editors are inviting submissions from prospective authors for forthcoming issues.

About the Editors-in-Chief
Professor Zhicheng Guan of Tsinghua University, China
Zhicheng Guan was born in Jilin, China, in November 1944. He received B.Sc., M.Eng., and Ph.D. degrees from the Department of Electrical Engineering at Tsinghua University, Beijing, China, in 1970, 1981, and 1984, respectively. He became a Professor at Tsinghua University in 1991. At the university, he was the Head of the Department of Electrical Engineering (1992-1993), the university’s Assistant President (1993-1994), and then Vice President (1994-1999). He became the Dean of Tsinghua University’s Graduate School in Shenzhen (2002~2010), and Chairman of the school’s Academic Committee (2002-present).
Professor Guan became a Fellow of IET in 2005. He worked with many academic societies in China, as President of China Electrotechnical Society (2004-2007), Vice President of Chinese Society of Electrical Engineering (1999-2009), and now the Honor President of China Electrotechnical Society.
His research fields include high voltage insulation and electrical discharge, composite insulators and flashover of contaminated insulators, electrical environment technology, high voltage measurement, and application of plasma and high voltage technology in biological and environment engineering.
Throughout his career, Professor Guan has trained more than 20 PhDs and a number of Masters. With publication of more than 200 academic papers and 4 patents, Professor Guan is devoted into international academic communications. He was the president hosting multiple international academic conferences including ISH (International Symposium on High-voltage Engineering), International Conference on Gas Discharges and Their Applications, Asian Conference on Electrical Discharge, etc. and gave several times of keynote speeches.
Professor Masoud Farzaneh of Université du Québec à Chicoutimi (UQAC), Canada
Masoud Farzaneh received his Power Engineering degree from Polytechnic of Tehran in 1973, his Masters and PhD in 1980, jointly from Institut National Polytechnique and Université Paul Sabatier in France. Later, in 1986, he obtained a Doctorat d'état ès sciences from Université Paul Sabatier.
He is currently Director of the International Center on Icing and Power Network Engineering (CENGIVRE), as well as Chairholder of the NSERC/Hydro-Quebec Industrial Chair on Atmospheric Icing of Power Network Equipment (CIGELE) and of the Canada Research Chair on Engineering of Power Network Atmospheric Icing (INGIVRE) at Université du Québec à Chicoutimi (UQAC), Canada. He has also been Director of the Masters Programme in Engineering at UQAC, of which he was initiator, and member of several decision-making committees.
His research is in the field of power engineering, including atmospheric icing of power network equipment, outdoor insulation and corona-induced vibration. He authored or co-authored more than 1,100 scientific contributions, including 585 technical papers, and 17 books or book chapters. Throughout his career, he has so far trained 220 highly qualified personnel, including 33 Postdoctorate Fellows, 36 PhDs and 44 Masters.
