Public Sector Spectrum Release (PSSR) - Award of the 2.3 GHz and 3.4 GHz bands: IET comments to OFCOM


Abstract

This consultation document sets out proposals for an auction of 190 MHz of radio spectrum being awarded by Ofcom for civilian use after being relinquished by the Ministry of Defence (MOD). It includes proposals on technical and non-technical licence conditions for the award, and an assessment of the competition issues that might arise if the spectrum were to be acquired by mobile network operators (MNOs).

The frequencies being awarded comprise 40 MHz of spectrum within the 2.3 GHz band (2350-2390 MHz) and 150 MHz of spectrum within the 3.4 GHz band (at 3410-3480 MHz and 3500-3580 MHz).

The IET response focuses on the 3.4GHz element with recommendations around process to aid spectrum holder cooperation and interworking.
