This subject may already have been discussed.
I have an ongoing project for which the design began almost 2 years ago. Construction has already started and electrical design and installation are to 17th edition.
However the second phase of the project was due to be completed this year, but is now likely to continue into 2019, with completion of some design elements and much of the electrical installation for that phase after January next year. The second phase has to be integrated into phase 1.
Since the project is under way, would there be any issue for it to be completed using 17th edition regs?

Normally no, work in progress continues to what is already contractually agreed.
Arguably if really the job has stopped, and its a new contract, then it would be better under the new rules.
The killer questions will be where does it differ and affect this job, and who is signing it off - they need to be happy.

Fortunately I don't need to sign it off, but we are assembling the technical file and preparing the conformity docs for the client so we want to advise them appropriately.
The plant is not fully functional without both phases, but the first phase will enable part of the process to be proved and optimised ahead of completion, which is why we have this virtual split.

There's no reason (usually) not to be able to mix and match work to different editions of the regs within the same installation (quite normal when additions or alterations are made to exiting installations after all) - so if the the work is already logically split, the easiest answer would seem to be to split the design in the same way and use the 18th for the second part.
