A workshop (shed with a concrete floor) is approximately 10m from house, power is supplied by a 13a fused spur and the circuit is protected by an 30ma RCD

The workshop is supplied with 2.5mm SWA 3 Core and has a lighting circuit & two twin-outlets; the main property is supplied with a TN-S system.

Should the workshop have an earth rod, or is the earth from the main property ok?

There is no "should have an earth rod".

The earthing from the supply is fine - assuming Zs is satisfactory (it will be for 13A fuse).

Are there any extraneous-conductive-parts (metal parts emerging from the ground) in the workshop?

If there are and they require bonding it might be easier (the usual reason) to fit an earth rod than install the necessary bonding conductor.

If it is TNS at the origin, then the PME exported earth problem does not apply. It is exactly the same as an extension lead down the garden and as such is perfectly acceptable.
The design only needs revisiting if the connected load increases, or you add a service like gas or water to the shed that is not already coming from the house, that may need bonding.
