Abstract

There are non-trivial implications for spectrum usage rights (SUR) translation to the individual components of radio communication systems. Whilst spectrum liberalisation and the introduction of SURs are strongly supported in principle, SURs represent a significant change that requires co-operation, understanding and mutual subject knowledge development by operators and Ofcom.
