Abstract The Government’s aspiration to move towards “zero carbon development” is strongly supported, and the goal of zero carbon new homes within a decade is a valid one to aim for. The target of 44% reduction in carbon emissions by 2013 is eminently achievable using current technologies, and should be enforced as a minimum. Urgent action must be taken to pre-empt potential barriers in implementation. The top priorities should be ensuring an effective enforcement regime and securing the supply of appropriate skills. The majority of the current housing stock will continue to consist of old buildings. Therefore the question of how existing buildings can be made lower carbon should be addressed.
