Abstract
It is essential that road pricing is not presented in isolation either as a means of traffic demand or as a ‘series of technologies’. It is one of a number of solutions to balancing transport demand and supply. Taking transport policy and funding decisions invariably involves trying to balance many different priorities. In most cases technical contributions are available, but frequently the solutions for one area create conflicting problems in another. Road pricing schemes must be designed as part of the overall transport plan for the area, not the other way round. Intelligent transport systems (ITS) are about the only option that can help with this.
