Abstract The IEE’s comments focus on Computer Science (UoA 23). The emphasis on outputs is generally welcomed, but there are concerns about the way the quality profile will be determined. In order for an individual to be rated as having a 4* quality profile, each output must be rated as 4*. This may be extremely difficult to achieve for a researcher in any discipline, especially given that the definition requires it to be world leading. A more holistic approach, taking all the outputs together, for a given researcher, would yield a higher quality profile. The RAE should produce a high quality and accurate picture of research in the UK. The framework does move closer to this objective, whilst seeking to avoid overburdening academic staff and becoming overly complex.
