Green Paper on Energy Efficiency [COM(2005)265 final]: IEE comments to the European Commission.


Abstract

Rising energy demand is emerging as perhaps the greatest challenge for energy policy worldwide. This is particularly alarming, given the pivotal role of energy efficiency and demand reduction in securing key objectives including security of supply, the reduction of greenhouse gas emissions, economic competitiveness and social equity. The IEE has long recognised the technological potential for energy conservation. What is less well understood is how the adoption of technological solutions can best be encouraged, whether in the home, in business or in the public sector. The full range of policy mechanisms will need to be deployed in order to stimulate sufficient interest in the adoption of energy efficient technologies and behaviours. Although rising energy prices can be expected to engender less of a ‘taken for granted’ attitude to energy consumption, there will still be a need for strong political will and coordination across industry sectors.
