Consultation on the review of the UK Climate Change Programme: IEE comments to the Department for Environment, Food and Rural Affairs (Defra).


Abstract The current Climate Change Programme depends heavily on measures in the energy supply sector and specifically electricity generation to meet emissions targets, despite the fact that some two-thirds of emissions are released during energy usage by other sectors. Much more attention now needs to be focused on transport and energy usage in the domestic sector. Market based measures provide the most appropriate means of implementing climate change policies. The development of these policies should be based on rigorous cost-benefit analysis of alternative measures, and on identifying and pursuing the approaches with the greatest net benefit. Current energy efficiency measures tend to rely primarily on individual response and have encountered formidable behavioural barriers. Therefore the options for imposing changes through legislation need to be scrutinised carefully for their potential social and economic impacts.
