Smart metering implementation programme prospectus: IET comments to the Office of Gas and Electricity Markets (Ofgem).
Abstract
The roll-out of smart meters should not be accelerated unless it is demonstrable that a methodology can be developed that gives assurance of systems level functionality and scalability. A plan to install smart meters on a saturation basis in defined geographic zones, sufficient to provide an installed base for functionality proving purposes, should be considered. The DataCommsCo (DCC) capabilities at the heart of this smart meter/smart grid initiative should be in place early to avoid unnecessary upgrades to meter and wide area network (WAN) software. A technically competent “design authority” is required to take overall technical responsibility for the entire system.
