Second consultation on assessment and funding of research: IET comments to the Higher Education Funding Council for England (HEFCE).
Abstract The proposal that under the Research Excellence Framework (REF) assessments will continue to be made by expert panels is welcomed. Citiation information is not reliable in many engineering disciplines. However, the proposal to reduce engineering to a single Unit of Allocation (UoA) raises serious concerns. This might result in universities reducing or disbanding engineering departments that are not included in submissions to a single Panel. The introduction of a measure of ‘impact’ is welcomed and could maximise the economic benefit of the UK’s strong research base.
