The IET recommends that GCHQ’s Communications-Electronics Security Group (CESG) guidance on the handling of personal data be published; that government departments are audited against the CESG guidance recommendations; that all public authorities should be required to adopt the Information Security Awareness Forum (ISAF) Code; that Government investigates the use of a privacy-friendly identity management scheme to replace the proposed National Identity Scheme; that independent privacy assessments are carried out on all proposed public sector systems that handle personal data and that annual privacy audits are carried out on all existing systems; and that the recommendations of the Joseph Rowntree Reform Trust (JRRT) report are considered by this Inquiry and incorporated into its report where appropriate.
