Consultation on legislation to address illicit peer-to-peer (P2P) file-sharing: IET comments to the Department for Business, Innovation and Skills (BIS).


Abstract There will be significant and continually evolving challenges in attempting to prevent illegal file sharing. The introduction of legislation to enable the ‘Technical Measures’ to be applied will at best be short lived assuming it is technically feasible to monitor, process and capture data for proof of illegal activity. The technical measures are likely to be extremely costly in terms of infrastructure cost, process and administration with no guarantee of the desired outcome.
