It'll be useful(ish) - but won't specifically tell you if you need a system.

The RRO is the starting point, it also has a bearing where you are - Scotland has slightly different requirements as some of the legal system differs.

Essentially, a risk assessment is the starting point - from there, you'll trickle down into building control, BS and BS EN's and then guidance, good practice etc.

New build and refurb may also drive different requirements
