"Beeching management" is the term used to describe the philosophy of not understnding the holistic structure of a business. Beeching closed branch lines, because, ostensibly, they were where the money was lost. Surprise, surprise he then found there were less passengers on the Inter City routes, where the money was made. We see it over and over, with low margin product lines killed and then there is no large volume productioin to cover the overhead. In fariness, Dr Beeching was tasked with making the railways pay. What he should have been tasked with was "show us what it will cost to run a railway". It almost certainly could not pay, on the then current level of investment.
