when designing a 'local or 'localised' lighting scheme, what is the recommended minimum illuminance between working areas?

The minimum illuminance will depend upon the application predominatly the type of activity which is being undertaken within a space. Without further information it is difficult to advise, however, I would suggest looking at CIBSE Code for Lighting which provides guidance information for various types of building types and building activities.
