We have an installation at a school, whereby main cold water comes into a tank (contained within an energy centr) and is then distributed around the school to the outlets. The water at the outlets is going above 21°c (Regulations state that the temp needs to be below 20°c within 2 minutes of running water from the outlet). We are looking at various options to eliminate this problem.

Has anyone experienced this situation before and waht methods were taken to resolve?

As you say.... to be L8 compliant you need to keep the cold water feed temperatures down below 20.
It sounds like the temperature rise is more to do with the internal environment rather than external seasonal/ water inlet temperature.
Have you measured the water inlet temperature to determine how much a rise you have?

If you have a cold water feed that is being routed via excessive ambient temperatures the most practicable solution would be ensure the pipework/ tank is well insulated or relocated/ re-routed to a lower ambient area. It may be that you have some uninsulated pipework or the tank is not designed/ specified to be located in the ambient temperature that you have.

You may have solved this already but if not...
Having made sure the insulation is complete throughout the route, you could still get warm water in long 'dead legs' ie routes to infrequently used outlets. The solution to this is re-route the pipework so that the last out let on a leg is frequently used, eg an automatic urinal rather than a rarely used tap.
