Is there a particular formula or sofware that can be used to determine/ number of lightings(floodlights) around a building?

Yes. You could do worse than visit a lighting manufacturers web site and just input the lighting levels required, reflective index of the lit surfaces and maybe the type of lighting you have in mind.

Software such as Dialux (which i think is free). Thorn website is a good start.
