It depends what DOT stands for:

in the United States - Department of Transportation

whereas in the UK we have - Department for Transport of DFT


In Government there is a Digital Outreach Team...but can't see you testing them !

The MOT test procedure are very difficult to find on line and anyway are not in the least bit precise. If you get a failure then ask the tester to give you all the information on why the vehicle is dangerous.
If he has a point it will have to be fixed if not take the vehicle to a government run test centre and get their view by paying for a retest.
