Does anyone have any solutions to reduce the static built up in a car so that when the driver reaches to the ticket machine they do not instigate a discharge to earth?

This won't get rid of the discharge issue altogether but...

If you hold a metal key and tap it on an earthed metallic object (such as the ticket machine) you should discharge through the key without the shock.

Alternatively, as you get out of the car, hold onto a metal part of the door frame. That way you won't build up the static charge in the first place.
