what if we could make it possible for cars to run on railway tracks and charge the driver a fee for it like a toll for a highway

One word - Chaos!

We can't fit enough trains on the tracks, let alone trying to manage a load of individual car drivers as well. Mind you - we'd have all the BMW drivers getting frustrated that they couldn't overtake :-)

I'm sure I remember seeing a photo of a system, perhaps at a US World's Fair in the early 1900's, where some carriages had tracks laid over the top (sloping down at either end) so others could cross over them? That would solve this problem. It would work particularly well for BMWs overtaking Porsches!
