The costs of £4 billion seem totally excessive to me. There has got to be a cheaper way to solve this problem. Deal with the sewage at source; do not move it downstream.
There are I think 4 major old underground rivers connection to the Thames. Why not just build 4 new separate treatment plants and some holding tanks near these positions?
I see the Telegraph has an article on the super-sewer today.
