Why short circuit rating usually at 3 sec indicated by most of suppliers?, why not 1 sec, 2 sec?

3 seconds is a typical design limit for the clearance of a fault by back-up protection.

It's possible to specify other times - eg 1s, certainly in respect of cable short-circuit withstand, which may be used where the back-up protection will clear a fault inside this time.
