What happen if a company does not specify the insulation temperature class of a electrical equipment? The supplier will design the equipment at the minimum limit?,.. in others words What are the criteria to specify a Insulation Temperature class?

Depends on how electrical equipment is design to work for, there are massive equipments that requires full load of energy resources and that could release maximum temperature range.
