I work for an organisation that primarily does design, but also has a manufacturing operation (less than £250k per year). This is controlled by a variety of spreadsheets and card indexes, but we are considering a proper package for POs, stock control and costing for Quotation & Pricing purposes.

Any advice on simple, low-cost, low-learning-curve packages? Or should we stick with spreadsheets?

I've used pc/MRP in the past. I can't say that I liked it but it did it's job (free trial is available).

I've also used Sage Line 50 with the manufacturing add on, which we found very useful and used for our design company. Given the choice between the 2 I would take Sage.
