Is it advisable to opened up a sealed electrical heater especially on its 2 yearly maintenance so as to find/ inspect whether the coil is ok/ not scaling at the surface? A friend said that is better to leave it until the heater itself breakdown due to reasons of seals breaking, may damage the heating surface when dismantling from the casing etc.

I would recommend against opening it up otherwise you may be liable for any future misdemeanors caused by device failure! It's crazy - agreed, but that seems to be the way it is going! Just make sure all protective measures are satisfied - earth continuity, insulation resistance and the like.
