Hi
Looking at Belimo data sheet I think what they are refering to 3 wire control. Open Close control will do exactly that it will be either fully open or fully closed. You can also wire it so that you have 2 contacts one that opens and one that closes the damper. If both of these contacts are open the damper will stay in its current position.
