Do we have to install the T5 type fluorescents on new installs ? I am trying to price a workshop and he wants 10 6ft fluorescents but I only seem to be able to find 5ft equivalent with the T5 tubes.

You should do a lighting design to give the required illumination level and comply with part L. I'm not certain, but I think this is, or soon will be, 60 lumens per circuit watt. Up from 55 lumens per circuit watt. Other changes are made to control factor, daylight no longer being taken into account.
