what is does this mean why talking about safe isolation.

The safety rules where the statement has come from should define what the personal earths are and the circumstances in which they are used.

We don't actually have that terminaology in our safety rules but when working on HV systems we will often have local portable earths in place so that the conductors being worked on will be at the same potential as the surrounding earth / steel work under fault conditions.

It also acts as a confidence factor for those working that the isolation has been carried out.

The other time that we use portable earths is during testing when there is a need to remove the earth and put it back on again to carry out the test. In these instances that is done at the discretion of the test engineer but they are still issued under the permit to work.
