Good morning, just been to look at a job in a School. They have a "quiet room" which has a bed and a shower in. I have been asked to swap the fluorescent fitting, which is on a plugin ceiling rose to low voltage spots, and swap the brass towel rail for a stainless one. Neither of them is protected by an RCD. My question is do I have to upgrade these circuits to comply.

Thanks

If it's a straight swap of appliances - e.g. no new fixed wiring, I'll stick my neck out and say no need to demand RCD protection as far as BS 7671 is concerned, but a good thing to raise & discuss with the customer. (Although bear in mind that 5s disconnection plus some really good supplementary bonding might well be safer than RCD and no bonding.)

I'd sort of expect the manufacturer's instructions for the new equipment to say 30mA RCD protection is required for bath/shower locations - and if it does then you're obliged to comply with that.

If you're adding new LV (mains) wiring, then that it at least would need to comply with current regs - and therefore include 30mA RCD protection.
