Little do the customers know, that it isn't shifting the blame by having any such report, they're still liable and should properly vet the bidders - applicable qualifications and experience. Regards |

The correct use of visual condition reports is probably the best possible way of penetrating the market areas that are resistant to having periodic inspections carried out.
Most such installations would be rated 'unsatisfactory' on a cursory visual alone, rendering testing superfluous, and a visual inspection should always be the first step in any case. Offering to do a visual condition report, at a reasonable price and with the limitations explained to the client is an entirely responsible, professional approach. It also allows you to compete with the cowboys and strive to educate your clients. To condemn the use of the most important part of the process of evaluating an installation's condition is to show an utter lack of understanding of the subject. Of course, you could always refuse to have anything to do with VCRs and waste your time quoting for a level of service that the client does not understand, lose the job and leave the client in the hands of the unscrupulous. |

I agree both ways.
If you were going to do a PIR and just on visual alone you condemned it, it is reasonable to cut short and not do the testing. What made me laugh was, it is entitled VISUAL CONDITION yet on page 3 in bottom right hand corner you are carrying out functional tests?

I think you have to remember that PIR's are not exclusive to the UK and have been used elsewhere for many years (EN 60364 refers) before they were introduced here, the difference being that their inspections are carried out by professional inspectors and testers who have no vested interest in contracting or securing the work. One of the problems is the people in other countries are much stronger than the weak british so big business does not have the stranglehold as it does here, all of our representatives (MP's) are involved in business in some way which is why the people lose every time, here the area one again targeted was the most vulnerable (1 in 4 people are in the poverty trap) who are constantly fraudulently bombarded under the guise of safety to part with their coffers to keep britain working knowing 90% of domestic installations are bombproof and inherently safe, the real areas of concern that should be targeted are places of work, commerce and areas of public gathering this is where the problems are as they are in other countries.
Electricians, contractors or anyone who has a vested interest in securing the work should not be carrying out inspections, they should be done by experienced inspectors and testers who have no interest in the work so there is some form of consistency and control, under another hat I see a lot of reports and they are laughable and criminal, human nature dictates the level of inspections from drive-by to severe, drive-by are done by people who dont want to work because it looks difficult or they have plenty of work on and the severe are done by people who have a low bank balance, as one building inspector said to me, this PIR is just another public rip-off. As I have said on many occasions when the whole system was clumsily revamped in the early 2000's a lot of good opportunities were missed. One of the biggest mistakes we make is sending so called approved contractors to inspect another contractors work, in an attempt to gain some upmanship they rip the installation apart forgetting they do exactly the same thing themselves, luckily we have a couple of professional inspectors and testers that we can use that are fair and honest and will give a balanced view not the criminally insane reports you get from electricians. regards ------------------------- "Take nothing but a picture, leave nothing but footprints!" ------------------------- "Oh!
