Usually as CT circuits as they are designed for a particular function and are usually finned sections - so CT is optimum

They could, but they wouldn't be too responsive as CT - usually they are used to deal with facade loss and offset to cold glazing radiation - the remaining space is then conditioned seperatly. In narrow plan well insulated structure they could be the sole source - but as they are limited in output (watts/m run) it's a bit unusual.
Is there not a risk of high heels getting snagged?
Depends on the grille section and if people need to actually walk on them - as true perimeter systems you wouldn't expect people to be walking that close to the facade.
