Do markets deliver the lowest cost solution? Tony White, a proponent of the liberalisation of the electricity industry in 1990, does not think so. They deliver solutions that are the most easily financed which is different. This affects the market mechanisms for the deployment of all components of electricity supply, from generation to smart metering.
