But for Crying Out Loud: Can't just a quiet word with the contractor sort this out? Why so rabid?

Any good manager (wrt your client) would be appeased with a gentle 'The situations being sorted and we won't be using that contractor again'.

I think the OP might have been better off titling his post - 'A contractor has used T+E when SWA was specified'

The stuffing gland issue seems pretty trivial in comparison.

But 133.1.3 does allow equipment to be used outside of its standard - just provided that someone confirms that its no less safe that way. Is there a safety issue with two T&E cables in a gland?

If they are small enough to fit and for the grommet in the compression gland to take shape around them as it is offered forward, then I can't see what the problem is. 1.5mm T&E x 2 into a stuffing gland, IMHO, actually offers a better seal than 1 x 1.5mm T&E into a stuffing gland.

Did the designer state on the EIC that the make up of the installation was outside the scope of the Standard and if so how did he confirm and verify that the installation provided the same degree of safety
The gland is designed to accept one cable, so not adhering to the Standard if two cables are fitted how do you confirm that the compression is not to tight causing damage to the insulation and a breakdown in insulation resistance or to slack and not offering mechanical protection and possibly IP 4X
So is the installation a deviation or non compliant
